Auditor General Releases February Report

FEBRUARY 12, 2013— In his February 2013 report released today, Auditor General Merwan Saher includes the Office’s findings in audits at Alberta Health Services, the Office of the Public Trustee and Alberta’s post-secondary institutions. His report also includes a commentary on the province’s fiscal updates.

Our 2012 Accounting Designation Graduates

The Office of the Auditor General of Alberta is a training office for individuals interested in auditing careers. Accounting graduates gain valuable work experience and learn from more senior members of our team how to become legislative auditors. Our Office employs individuals who are pursuing designations as Chartered Accountants (CAs), Certified Management Accountants (CMAs), and Certified General Accountants (CGAs).

We congratulate this year’s graduates on their success in reaching a significant career milestone.

The Office independently serves Albertans and their elected representatives by delivering relevant, reliable and reasonable cost audits.

Auditor General of Alberta Releases Fall Report

NOVEMBER 1, 2012 — Auditor General Merwan Saher released the Office’s fall report today which calls attention to some critical program areas of government and matters that impact Albertans—bridge safety, climate change and the protection of information assets. Through its financial statements audits, the Office reports on identified weaknesses in financial controls and processes within the 175 government departments, boards, agencies, commissions and related organizations that it audits each year. For example, the weaknesses described in this report may result in inaccurate public reporting about oil and gas revenues, inefficiencies in Alberta’s post-secondary institutions and the risk of incurring unnecessary expenses.

Auditor General of Alberta Releases July Report

Auditor General Merwan Saher released a report today which includes the results of recent audits conducted on systems and processes in the ministries of Health, Human Services, Environment and Sustainable Resource Development, and Treasury Board and Finance. There are a total of 11 new recommendations and one repeated recommendation. The repeated recommendation was made because in the judgement of the Office there had not been sufficient progress in enforcing compliance with occupational health and safety law by high-risk employers and workers.

Auditor General Merwan Saher released the findings of his Office’s recent financial statements audits of Grant MacEwan University, Mount Royal University, Northern Alberta Institute of Technology, Southern Alberta Institute of Technology and all public colleges. In November 2011, the Office released its findings on the four other Alberta universities.

Auditor General Receives ICAA Honour

Merwan Saher, Auditor General of Alberta, was recognized today by the Institute of Chartered Accountants of Alberta. Mr. Saher was named a Fellow of the Chartered Accountants (FCA) along with five other Edmonton chartered accountants. In making the announcement, the Institute's communications stated that fellowship is awarded based on meritorious service to the profession and/or community, or for achievements that have brought honour to the profession over a lengthy period of time. The FCA designation is the highest honour the profession bestows.

The Office of the Auditor General of Alberta is a training office for individuals interested in auditing careers. Alberta Auditor General’s April 2010 Report on Occupational Health and Safety

Merwan Saher, Auditor General, recommended in his April 2010 report that the Department of Employment and Immigration enforce the Occupational Health and Safety Act for employers who persistently fail to comply. On page 40 of the Report, he concluded that the Department does not systematically identify and track persistent non-compliance and does not have a clear decision ladder for escalating compliance action from promotion and education to enforcement. He reported, on page 41, that from a sample of compliance orders taken from the Department’s records, he identified 63 employers with orders open for more than one year.

Questions have now been raised in the media about the validity of this number...

Merwan Saher, CA, appointed Acting Auditor General of Alberta

Mr. Fred J. Dunn, FCA, ICD.D, who was appointed as the Auditor General of Alberta on June 1, 2002, retired effective February 15, 2010. He has appointed Merwan Saher, CA, Assistant Auditor General, as the Acting Auditor General effective February 16, 2010. Mr. Saher is currently responsible for the audit work in the ministries of Education, Environment, Finance and Enterprise, and Treasury Board.

A search is underway for a new Auditor General. As an officer of the Legislature, the Auditor General is appointed by the Lieutenant Governor in Council on the recommendation of an all-party select search committee and the Legislative Assembly.

The Auditor General of Alberta released his two volume 2005–2006 Annual Report today. This year we examined the government programs for drinking water, food safety, reforestation, and regional health authority global funding. The focus of the recommendations is on two key themes:

government needs to better monitor and enforce compliance with existing standards, and
it needs the right information to assess if programs are effective.
